New Canadian national data shows that Canadian teens are among the most frequent vapers in the world. Experts say the lack of action by the federal government and the widespread availability of flavored e-cigarettes is exacerbating a growing crisis.

Arango said the government needs to do more to reduce youth use of e-cigarettes, including higher taxes, restrictions on flavors and increased warning labels. Nine out of 10 young people said taste played an important role in why they started and continued to vape, he said. Flavors popular with young people include berry, candy, mango and mint/menthol.
In 2021, the federal government proposed banning e-cigarette flavors “to prevent the use of e-cigarette products from leading young people and non-tobacco product users to use tobacco products,” but Arango pointed out that Health Canada did not include mint/menthol. The 2022 federal budget includes a tax on vaping products, which will take effect from 1 October 2022. Arango also suggested adding more prominent and direct warnings on the hazards of e-cigarettes on e-cigarette packaging in a manner similar to cigarette warning labels. “Disclosing ingredients is helpful to researchers and governments, but sometimes people wonder whether young people will read them if the ingredient list is very small. What would be preferable is a bigger warning.”
