According to the Vietnam News Agency, the number of Vietnamese teenagers using e-cigarettes is on the rise. According to the survey results of the smoking situation of 13-15-year-old students conducted by the Ministry of Health in 2022, the current use rate of e-cigarettes among students is 3.5%, compared with 2.6% in 2019, and the use rate has increased by 34.6% within three years.

The Ministry of Health said e-cigarette use was a concern, particularly among minors and young adults, with about seven in 100 people aged 15 to 24 using e-cigarettes. E-cigarettes not only cause health hazards, but also induce minors to start smoking or increase the risk of smoking.

At present, Vietnam is one of the 15 countries with the highest smoking rate in the world, and the adult smoking rate ranks third in Southeast Asia, after Indonesia and the Philippines. The Vietnamese government passed the Law on Prevention and Control of Tobacco Harms in 2012 and it came into effect in 2013. The law stipulates taxes, bans and restrictions on traditional cigarettes, but lacks specific regulations on the management and prevention of new tobacco products such as e-cigarettes and heated cigarettes.

World Health Organization (WHO) representative Angela Pratt believes that cigarettes are so cheap in Vietnam that the price is not an obstacle for young people to adopt the habit of smoking. She suggested that raising taxes would be the quickest and most effective way to tackle the problem, given Vietnam’s tobacco tax rate is 35.6 percent of the retail price, compared to the world average of 56 percent and the WHO recommendation of 70 percent.
